Well then semantics I guess - yes, you can ultimately create an iOS native app using Abode's FLASH developmental tools. But no, you cannot submit a flash app as such.

I assumed the OP wanted to upload a native flash app, not something developed in Adobe tools and translated to a native iOS app.
