If it is not currently on the phone in the list of international keyboards, then no. If you would like to see that feature added, then you can provide feedback to Apple to let them know you would like to see that by going to www.apple.com/feedback and click on the appropriate link.

Search the app store for "urdu." There may be a keyboard app which is useful for some purposes.
