Glenn from Sweden here. I'm new to this forum and can't see if this have been solved yet, but the following worked for me:
Go to
Settings > General > Touch ID & Password > Touch ID > iTunes & App Store
If the slider "iTunes & App Store" is already set on "On" then slide it to "Off" and turn it back on again. You will now be prompted to enter you App Store password.
Now it should work to purchase apps with a touch of your fingerprint.

Nevermind. I found the setting in restrictionss. It isn't in the touch ID section.

Mar 11, 2014 12:57 PM in response to IJ_806by ocsimple,In spite of these helpful suggestions, it seems to me that it is not possible to use touch ID to sign in to the App store unless you are making a 2nd or 3rd purchase in a row. If I decide on a whim to download an app, I will not be able to use my touch ID without first going to settings and re-enabling the setting --- which requires my password. So as far as I can see, the only benefit to using touch ID in the App store is if you plan to download more than one app within a 15 minute period.

But it's not helpful if you have a problem with the App Store not showing the Touch ID option in the pop-up menu. I've reset it many times in Settings to use touch ID for the App Store, but when I need it in the App Store only the "enter your password" option shows, not Touch ID. I have a non-Apple app that has no problem giving me the Touch ID option when I sign in. And yet Apple can't seem to get it to work in their own app.

disable code (keep password icloud), enable code and set the same code to icloud. now it works.
