Some advice from my friends, the previous iPad mini comes with (Assisted GPS and GLONASS) which has good connection when using flying/aviation applicatons, where as the new iPad mini only Assisted GPS.
So i need futher explaination. Thank you.
The specs for location services are identical for both devices on the Apple website. Neither one mentions GLONASS. However, previous reports indicate that both the Mini and the iPad 4 support GLONASS. I haven't been able to find any information that says the newer devices do not support it.

Thanks Meg St._Clair , anyway i've read some articles says, the only A-GPS device is using either mobile network or Wi-Fi for location service, so i believe if using it while flying, it couldn't detect the location, but with GLONASS, it will, because it is an alternative GPS System. I dont know, maybe im wrong.
According to Apple specs wifi version doesn't have GPS, LTE version does. But my iPad mini wifi version always showing the current location, regardless of the connection. If wifi version has GPS where is GPS on/off. How it is showing the current location.

A-GPS is real GPS. It stands for Assiseted GPS. The iPads with cellular have a GPS. They use WiFi and cellular to assist the GPS in locking on more quickly. The GPS is assisted by the WiFi and cellular. It will work just fine while flying.
WiFi ony iPads rely on WiFi for location services. They will not work while flying.

That is correct. WiFi only iPads do NOT have a GPS chip. They use WiFi for location information. It is far less accurate.
How it is showing my current location without connecting to wifi. If you want to try, disconnect iPad from wifi drive/walk somewhere and then in the google maps it shows the current locatin. Like offline. The icon in the google maps moves with you.
The WiFi only iPad doesn't have to be connected to a network, it just has to have WiFi turned on. It will use the location information of any WiFi network even if it's not logged into that network.

What is the GLONASS for, is it important or
is it one of the receiver that replace the GPS
when it doesn't get the GPS signal.
Why Apple put the GLONASS for the previous iPad mini,
but not at the latest iPad mini with retina display.
Do they downgraded it?
GPS uses satellites launched and maintained by the U.S. government. GLONASS is a similar system put up by the Russian government. Access to more satellites means the device can better determine location.
I have yet to see anything that says the new iPads do not access GLONASS. Please cite your sources.

U can try search iPad mini (not the latest one) at malaysia online apple store then compare it with the same iPad mini (not the latest one) at US online apple store. Anyway thanks a lot everyone
I have looked at the specs for both the original and the new Mini on Apple's website, as I mentioned earlier. They show no difference in location capabilities.
