Is it normal for TimeMachine to be able to manually backup when it is OFF?

Have had numerous problems with iMac since I bought it. Latest is failure of external Time Machine hard drive. Turned Time Machine off in system preferences and found it could still "Back Up Now" even if Time Machine was off. This seems like a problem to me. Is it? I would like to know.

click the LOCK bottom left to prevent that

Even if you turn TM off in system preferences and you leave the TM icon in the menu bar you hjave the option to start a TM backup by selecting Backup Now from that menu icon. It then turns TM on and tries to start a backup. This is totally normal. Just remove the icon from the menu bar in the TM system preferences panel.
