Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.
I had the same problem on my iPhone5 after updating to 7.0.3. I tried everything - alternate chargers and cable, reset, power off, nothing worked. Finally I tried Settings>General>Reset, Erase All Content & Settings and followed up with a restore from iCloud backup. Only then did my battery start charging again. It is an unpleasant path but the only effective one.
It would be good if Apple acknowledges and fixes this firmware bug.
I tried erasing and restoring, but that didn't help. The strangest thing did help, though. I just happened to put my husband's ipad on top of mine and later noticed that my ipad was charging. I left it there and later it did charge to 100%. Now, I am not sure if something is wrong with my ipad. I do know that this was not a problem before the update. I haven't had to charge it, again, so I don't know if putting another ipad on mine will solve the issue
I had this same issue. I tried all the reccomended things too. Just messing around I did the "find my iphone" from https://www.icloud.com/ Hopefully you have that setup on your device. At any rate I sent the tone to my Ipad and after that plugged it in and it started charging normally again. Not really sure if it had anything to do with sending the tone or not. I can only tell you that right after I sent the tone I plugged it in and it showed as charging again. Worst it could do is not work for you.
Thank you for your suggestion. I was beginning to think something was wrong with my ipad. Crazy thing is that it would charge if I put some weight on it (ex. another ipad or some books). When I saw your post, I decided to try it. Actually, I did two things. I tried finding my ipad like you suggested and I used a 12W charger. The ipad started charging like normal. I don't know which of the two things did the trick, but I am glad you posted the suggestion. Thank you!
