Calendars: ON?

Try delete the iCloud account, leave content on iCloud server.
Reset: Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Note: You will not lose any data
Log back in to iCloud.
This is really weird. Got in my truck this morning and asked Siri to call someone, hands free, and Siri could make the call. OK. Stopped at a stop light - no contacts and all my favorites were numbers not contact names.
When to Settings->iCloud and noticed a bunch of synch stuff was turned off. Contacts, calendar, safari, ... I didn't touch these settings.
Something is amiss.
My wife has seen exactly this for the past month. Especially when transitioning from WiFi to Cellular. I just saw the same behaviour two days ago on Contacts, Calendars, and email -- all hooked into iCloud. It would seem to me that when some unexpected connection issue to iCloud happens, iOS7 is choosing to delete and turn off all of the iCloud content. This morning, I saw that all of the iCloud services were shut off on my Wife's iPhone once she walked away from the house (with WiFi) all Contacts and Calendars gone. Turning the switches back On again on each brought back the data. We're running 7.0.4 and my wife has seen an increase in this issue since then.
