Nov 1, 2013 3:06 PM in response to mom2swimkidsby SergZak,They should be free. As long as the iPad is activted Sept 1 2013 or after, the apps should be free. You may need to give it a few days as Apple is probably a bit overwhelmed with yet another product release.

When I searched for these apps in the app store, they all listed at $4.99 each. But when I went to the App Store and scrolled through the Featured apps at the top of the App Store home screen, there is a link to iWork and another to iLife. These listed all three apps for each set for free.

Go here to verify your device registration (you'll need to login using your Apple ID credentials):
https://supportprofile.apple.com/
You can view your registered device(s) here and if there are any you've missed registering, you can do so that as well. You can also register new devices here.
Afterwards, visit the App Store and your free apps should be available to you.
*IF* this does not work, continue as follows:
Log out of the iTunes Store on your device:
Settings>iTunes & App Store...tap your Apple ID, then select "Sign Out"
Reset your device:
Device Reset (won't affect settings/data/music/apps/etc)
1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.
After the device has restarted, sign back in to the App Store as above. Try to download the apps again.

Nov 7, 2013 12:30 PM in response to mom2swimkidsby Ralph9430,I searched for the apps in the App Store and they were all available and listed as Free. No problem downloading them.
I did not get around to checking until the day after I received and set up my iPad. Perhaps it takes some time for your registration to be propagated to the App Store.

i just got my ipad, updates to IOS7.0.4, and cannot download the iLife/iWorks apps for free. i did everything you said: registered my new device, logged out of itunes, reset device, logged back in. still shows in app store for 9.99. not sure what to do now except call apple.
as an aside, i bought mine new 'out of box', and i'm concerned that the original purchaser bought this device prior to the sept. 1 date. nonetheless, i bought this item 'new' and apple should be able to reset my dates according to my purchase/activiation date, right?
