It depends on what you want to store on it. I do just fine with 16GB since I tend to manage my storage use and don't keep EVERYTHING on the device. If you want to do that, by all means get the larger memory model. In the end, you may get more for it upon resale.
There is no other difference between the devices (as long as you're talking identical model) except for the memory capacity.
You can't add memory so you need to buy the one with the most memory that you can afford. It best to have some and not need it then to run out and wish you had more.
The determining factors would be how much you want to store on the device and how much money you have to spend.
