Photo retention

1. Friend replaced her iPad & thought icloud would still have all her previous photos, but she could only find 'photo stream' photos. She lost 'camera roll'.

How can we be sure if we upgrade our iPad that we'll still have all our photos? We have new baby photos we don't want to lose.

2. Can we back photos up on another device (not just icloud)? If yes, how? (Please answer in plain English. We're not that computer savvy.)
