Does Belkin manufacture Apple certified charging cables

I live in Saudi Arabia and Apple genuine products are sometimes very hard to come by as well as trying to weed out the chinese counterfeits. Belkin advertises that they are Apple certified. I am tired of buying cheaper charging cables for my iPhone 5 and Ipad 4 that give me the "this cord is not certifed to work properly with your device..." message. I can find Belkin cords here fairly often as I can Griffin accessories, but the Griffin stuff isn't always reliable either. Shipping in form the US is not always an option as I do not have an APO address. Mainly just want to know for sure if Belkin is certified and will not give me that silly message.
