Problems with personal hotspot with ios7

I have an iphone 4s and I recently updated to ios7 and now i having problems conneting my my ipad and macbook to my phones personal hotspot even my bluethoot is messed up. What should i do? Should i update my ipad3 also? Though i'm scared that if update my ipad it would get messed up also since even on my macbook it its to connect to my phone.
