Let's make sure that you really do have a 1st Generation AirPort Express.
Please look on the side of the Express and locate the model number. It will be something like "A1234", for example.
A 1st Gen Express is model number A1264.
If you see A1084 or A1088, these are much older versions of the Express that were sold before Apple began to use the Generation naming in 2008.
Mavericks will not support these older versions of the Express, but you might be able to administer them with your PC running AirPort Utility.

Version 6.3, which is very likely already installed on the AirPort Express since the last update was over 6 years ago. You cannot update to any higher version than 6.3 on the AirPort Express that you have.
If you have a version of AirPort Utility 5.x on a Mac or PC, you can use that computer to check the AirPort Express.
Even if an update might be available, the older Express cannot be administered by the Mac running the 10.9 operating system.
