Contact Applecare. They should help you with this.
Another user posted here that they had this problem and Apple is sending them an iWork '09 disk. That's the best outcome, because you may find that you prefer iWork '09 to the Mavericks versions of the iWork apps.

If you can't get help at the first level of AppleCare, ask to be transferred to Customer Relations.
A couple of other options would be to buy the retail box of iWork '09 from a third party such as Amazon.com or eBay. Be sure to run Software Update after installing & before running any of the applications. You can also download the standalone updater from this page. Or check this link for the iWork '09 trial. I have no idea if it is still available.
