iOS 7 dictionary keeps uninstalling

I have 2 dictionary( english, chinese-english) installed on my safari.

And every once in a while the chinese-english dictionary uninstall itself, and i have to go back to "manage" to download it again.

But this issue doesn't occur on the english dictionary.

I tried doing a full reset on it and the problem is still there.
