I loaded IOS 7.03 on iphone 4 and the voice aid came on after bootup. Tried to go to settings to turn off voice aid, but had difficulty getting touch sensitive buttons to work.
work. Then the screen went black and will not turn on. I can still hear the voice aid giving the time. Tried to shut down and reboot, but voice aid says sudden shutdown and will not respond.
How can I get screen on and voice aid off?

It sounds like you may have Screen Curtain on, a function of Voice Over that darkens the screen. You may find the following article helpful (it is aimed at the iPad, but the same functions apply to the iPhone as well):
If VoiceOver is on and the screen is black, but you can still use the device by pressing volume up and volume down, you may have screen curtain on. Try triple-tapping using three fingers on the device display to turn off screen curtain. Or connect the device to iTunes (see above).
