Q: SUID file "System/Library …ARDAgent" has been modified … not be Repaired

Why does this old chestnut thrown up by Disk Utility on one machine running Mavericks GM freshly re-installed but not another also freshly re-installed?

Vuescan, OS X Mountain Lion (10.8.3), Since installing App Store Updates

One doesn't have the receipts file that has old information in it.
