Q: personal hotspot location

If it's a cellular iPad, and it's an iPad 3 or later, and your cellular carrier supports the personal hotspot function on iPads (some only support it on iPhones) then you should be able to enable it via Settings > Cellular > Personal Hotspot : http://support.apple.com/kb/HT4517 - other devices/computers should then see the iPad as a wifi network.
