I've got the same question. Just bought a new iPad Air. The photos are fine - in their folders - but if I select one for wall paper or lock screen, it quadrouples in size and I get a message saying "move and resize".

I can move it, side to side, but I can't scale it down to use as a wall paper. I went from a first gen iPAD to this 5th gen device. It was so simple with the 1st gen - you simply selected the photo you want for wallpaper or lock screen and it kept it's size/orientation.,

What's the trick with iOS7 and iPad Air?

Thanks,

I've since found: https://discussions.apple.com/thread/5318510 and it looks like this is a well documented problem - one that Apple doesn't appear to be doing anything about.

What was such a simple thing has become complicated. You either have to turn off certain features, or take snapshots of your pictures, or edit the photo in an external program, then fake the photo out by adding a black border, or get 3rd party apps that "sort of" fix the problem.

Way too complicated. How they let something so simple become such an issue is beyond me.

Oh well...
