Command Option P R messed up my keychain

I upgraded to OS X 10.9, and Is tarted having a scrolling glitch where I cannot scroll in some apps like chrome. I read somewhere that if you turn off the computer, and then turn it back on and hold command+option+p+r, it fixes the issue. I tried it, and when the computer came back on, it prompted me to input a password for a keychain. I don't remember ever setting a password for that. I tried leaving it blank and pressing enter. No luck. I tried every password I could think of. No luck. I think my Dad may have set the password, because a long time ago I had a computer that used to be his, and I imported the settings to my new computer. I can't ask him if he knows what it is at the moment though.

So now a bunch of popups keep asking me for the passwords to the "Local Items" keychain, and they won't go away. I reluctantly tried resetting the keychain so I could make a new password, but not even that would work. Notifications are still popping up requesting access to the keychain password that I don't know. I'm not sure what to do, and I really need my computer for work. I don't seem to be able to access the internet in new tabs while I'm having this issue, and a bunch of apps are freezing when I open them, and I have to force quit them, so they are basically unusable.

I really don't know what to do. I've never had such a problem with my Mac, and this is very frustrating.

So what can I do? Let's say taking it to the apple store is a last resort.

MacBook Pro, OS X Mavericks (10.9)
