I have the same problem, and it's just started this morning. It only happens with the desktop in the background, and I've had it occur with both Safari and Pages as the application in the foreground.
Mine just started too today.
This just started happening to me maybe an hour or two ago on my mac mini.

Yep, started today for me too, about an hour ago. Restarts not helping. I turned off Google Drive and it still was happening.
I turned off Google Drive, still happening. Restarts haven't helped. It is very distracting!

Like other here my 2011 iMac 27" started doing this with the finder windows and icons half an hour ago.
Turned off Google Drive from the toolbar (still accesable in the finder) and the flickering issue stopped.
Just started for me as well. 😟.
Im currently in safe mode and its not doing it.
But why did it just start today?
Im on my comp everyday for 8+ hours.
I have the same issue on my 2009 Macbook pro (upgraded to Mavericks almost 2 weeks ago). It started right before 4pm today. Turning off google drive resolved the issue.
I just spoke to apple and they said to make sure you quit google drive and then the flikering should stop.
Seems like that was it for me too. Didn't really like Google Drive much anyway.
Personally, I think Google Drive is awesome. If you want to keep using it, the problem has to do with the file sync status option. Open Google Drive preferences and turn off "Show file sync status and right click menu". This way, you'll be able to keep using Drive without the aggravating crashes every 60 seconds.

This litterally started happeing to me about 30 mintues ago which is how I ended up here 🙂 . It's almost like finder kept relaunching itself in my situation. It was quite annoying as I was transfering files from one location to another, cleaing things up a bit. I would have to hurry up and transfer files quickly because it was happeing quite frequently, roughly every 45 to 60 seconds.
I can confirm that when google drive has been completely closed, finder does not appear to relaunch itself and I no longer experience the "fickering" of icons on the desktop. But more importantly, why did google drive start causing these problems all of a sudden? And when will it be fixed?
The same thing has started on my 27" iMac today (in the last 20 minutes).
I have just quit Google Drive as per the advice above, and the icons and finder windows have stopped disappearing/reappearing.
