Hi, recently my Iphone 4S having wifi problem. I have try to restore it and accidentally get everything clear off. I have also notice that my phone is not USB recognized by my laptop before my wifi gone. Is there any ways to restore my contact?

My Iphone 4S having wifi problem. I also noticed that the USB is not longer recongnized by my laptop anymore.
I tried to upgrade my IOS6 into 7 hopefully it work...
Somehow, all data (contacts, sms, photo and etc) were gone after I did that.
Since my USB and wifi is not function, is there anyway to retrieve my lost contacts?
For Icloud, is the data retrieve via the phone sim? Phone mac ID? Apple ID? or everything?
