Changing default keyboard layout at login screen

I use an alternative keyboard layout. Before Mavericks the login screen would stay set on the last keyboard layout that was used to login. Now the default stays as the US keyboard. To make things worse, Mavericks does not even remember that the layout was added. So everytime I login I have to manually add it in order to even use it.



For my user the alternative layout is set to default (higher precedence than US).

I tryed Joerg's suggestion when he originally suggested it and it did not work for me -- sorry I forgot to reply. After seeing that it worked for a few others, I tried again, but it looks like the file hasn't been regenerated since I first deleted it.


I have realized since I asked this question that the behavior might be the same as before Mavericks. The thing is that I rarely reboot my laptop. When I updated to Mavericks I had recurring WiFi issues that made me repeatedly reboot my laptop. This problem only occurs on the first login, not subsequent "unlocks." I'm not sure about this though. Can anyone running 10.8 Mountain Lion chime in, or those with Mavericks that have fixed the issue can you confirm?


After rebooting the computer properly does it keep your alternative keyboard layout at the very first login? Even after Joerg's fix I fully reboot and I have to add the Dvorak keyboard back to the menu in order to even use it. As long as I've previously logged in (e.g. after a timeout/hibernate) it will preserve the keyboard layout.
