Q: What is this red bar that keeps scanning my screen?

This red bar keeps going back and forth across my screen almost every time I use my phone. I had to turn my emojis off becuase that's when it was even worse. I could be typing a text and it will bring me to the main screen and then this bar will just go across. What is it?
