What is this red bar that keeps scanning my screen?

This red bar keeps going back and forth across my screen almost every time I use my phone. I had to turn my emojis off becuase that's when it was even worse. I could be typing a text and it will bring me to the main screen and then this bar will just go across. What is it? User uploaded file

It looks like this is an acsessiblity feature called Switch Control, and can be turned off under Settings > General > Accessibility > Switch Control. Take a look at the article below for more information.
