Nov 6, 2013 5:20 AM in response to John John Lingby Kilgore-Trout,The Photo app will crop, but doesn't do straight up resizing I don't think. Check out PhotoShop Touch, iPhoto, PhotoPad. There are many others in the App Store.

Turning on Reduce Motion does very little (if anything) to correct this. However, you workaround does provide a nice option.

Yes, my workaround also works very well for me on my iPad 2.
I have already uploaded several photos to my iPad after having modified them, and then use them as wallpaper, even with the parallax effect on.
No one has complained so far, therefore I assume that it also works for other iPad users!
