Why is there buzzing in the background when streaming audio via bluetooth?

I have an iPad Air and a bluetooth speaker. It streams the audio fine, but at low volume there is a noticeable and annoying buzz. If I stop playing audio through my iPad, the buzzing is heard for about 15 seconds and then there is silence. What is that buzz, and how can I get rid of it?
