I have iCloud working via my Safari browser and my iPhone. But when I try and log-in to iCloud via my iMac's system preference I continually receive the following message, "you can't sign in at this time. try signing in again." It has been manifesting the same behavior for over 1 week. Any ideas? Stumped the Genius Bar. Really could use your help! Thanks.

Hi guys, i had same problem - one day problems with iCloud log-in started (on MacAir with OS10.9.5.).
I tried 2-3 suggestions, not helping.
as last i have turned off "2-factor-authentication" in my AppleID-settings in browser (was turned on 8-10 months before), and - log-in in iClouds was done.
Because my problem was - after writing AppleID-passwrd on sign-in in iClouds - Mac needed approval from another device same ID, but he don't accept anything (no pop-up for 6-digits-code).

Okay, here's what worked for me after upgrading to Mavericks (it should work for you, too):
(1) Deleted all the files in:
User(your name)/Library/Application Support/iCloud/Accounts/
(2) Shut down the computer, waited 15-20 seconds and turned it back on.
(3) Then I went to
System Preferences
iCloud icon
(4) Input the requested information and followed the directions to be back in business.
But, first you must be able to see the folder because it is hidden:
Use Finder and click on Utilities then Terminal
Type in (very carefully) the following exactly:
Chflaga nohidden ~/Library
Then
Finder
Go
Computer
User account name/Library/Application Support/iCloud/Accounts
Remember, the files are under your user account and not the harddrive.
Correction:
The Terminal command should be:
Chflags nohidden ~/Library
It was a fat fingered error that caused my idiotic finger to hit the "a" key rather than the correct key, "s"
If you don't want to write commands in terminal, you can view you user library by pressing the "alt" key while selecting "Go" from the finder menu bar.
I just resolved the same problem. I needed to change the Permissions on the folder:
User(your name)/Library/Application Support/iCloud
back to "Read & Write" from what was reading as "Custom."
Bump to this issue. I'm having this exact problem now on a new Macbook Pro. My iPhone and older MacBook Pro can sign in just fine. Old Macbook Pro even has Mavericks. But this new one just refuses to sign in with the same message as OP. I tried permissions and deleting the iCloud folder. No good.
Any other things I can try?

I'm having the same problem with my new Mac Book Pro and the above solutions don't work. Is there anything else I can try? I am able to login to iCloud from 2 other devices, but not this one. I'm running latest Mavericks.
I'm having the same issue. My admin account on my Mac works fine. My wife's account doesn't seem to work right. Whenever she first logs in she goes through all of the iCloud setup screens. Then when she goes to iCloud preferences and types in her password she gets the spinner... and nothing. If she logs out of icloud and tries to log back in there's the message "You can't sign in at this time". Also, iPhoto seems to want to rebuild the database every time. It's always corrupt. I went through the instructions in this thread. Nothing helped.
Honestly I'm getting sick of all of these Mac bugs. Nothing ever seems to work right. If it's not one problem, it's something else. And the resolutions always seem to be complex terminal solutions posted by people who aren't even Apple.
Even this forum doesn't work correctly... when I go to edit I just get a blank page... I think I'm just going to throw out my Mac. What a piece of junk.
I have the same problem. iCloud isn't working on the 10.9.5 Mavericks on my MP but works fine on MBP with Yosemite Beta. It must be Apple's systemic error.

I got the same problem, after i changed my main apple-id address, i can't login on my mac, but its fine on my macbook. it always says "you can't sign in at this time. try signing in again." this is really frustrating, i just switched from microsoft to apple, maybe it was a mistake...
In MacHD go to Library, Preferences and find System Configuration. Trash it, restart and iCloud is back. This was my case just yesterday.

I agree with Adam06 - Apple is becoming like Microsoft - releasing unvetted, half-baked products. I am having the same issues: can't sign in to iCloud.
