Are you sure the display uses DVI, not ADC (Apple Display Connector)?

You can connect the DVI display to the ADC port with a simple adapter.

There are VGA to DVI converters, but they are not cheap, and many won't handle the 1920 x 1200 resolution of the 23" display.
The graphics card needs a firmware update to support the 23" display.

Your Mac OS may also need updating.
