Hello. I wanna ask something. I bought an ipad 3 but second hand. when I upgrade to ios 7.0.3, my apple id cannot be used to activate ipad. it must be previous owner apple id. but when I ask about his apple id and password, he forgot the apple id and also password. what should I do? need help.

Forgot? Does he use iTunes? I think he sold you a hot iPad. If he doesn't know what his email address is (Apple ID must be an active email) and his password, then he can recover them from iTunes support.

For IOS 7, you need the previous owner's Apple ID and Password to do the following:
1. Turn off Find My iPhone
2. Erase device
3. Reactivate device
