is there another way to activate my iphone without any sim card?

I currently have an iphone 4s from AT&T and I want to activate it without a sim card since Im from T-mobile. Plus, I dont want to buy have a 2year contract with the At&t carrier. Is there a way I could use my iphone 4s as a ipod? PLEASE HELP.

iPhone 4S, iOS 7.0.1

Put a SIM in it. The SIM does not have to be active, but if the phone is carrier locked it has to be from the carrier the phone is locked to. There is no way to activate an iPhone for use as an iPod without a SIM.
