I cannot locate the "gear" icon or any settings menu in my iCloud mail account on my new iPad Air. I want to add an alias but there is no settings button available or any menu at all at the top or anywhere else. I also tried swiping the screen from every direction. I was just using settings two days ago but cannot find it now.

Thanks... I finally figured that out but could not remember how I did it previously. I am new to iPad and iOS operating systems and just started my transition to Apple/Mac with iPad. I guess I'll have to travel the learning curve and hang on to my Windows PC until I get a MAC (and then have to learn OSX). Thanks again.

To add an alias you need to sign in to iCloud.com from a web browser on your computer.
It can not be done from the iPad.
