lost a lot of my contacts and some notes after restarting my phone

I shutdown my phone and when i turned it back on all my contacts in text messages and almost half of my contacts have disapeared in Contacts. I went on Icloud and they disappeared in the contacts there as well. Also notes after Sept. 22 have disapeared from my phone but saw that those are still on icloud,

do I sync or will that make those diapear from my iclouds as well if I do that?

How do I get my contacts back?

iPhone 4S, iOS 7.0.3

If your contacts are gone from both the device and at icloud.com, then your only choice is to restore from a backup you made from the device to either itunes on your computer or icloud.

Go to Settings>General>Reset and tap Erase All Content and Settings. This will erase your device. Then you will go through the setup screens again as you did when your device was new, and when given the option, select Restore from iCloud Backup.
