How can I bluetooth photos from my cell phone to my IPad on IOS 7?

Unfortunately you can't use bluetooth to directly send files to an iDevice. Its just not supported due to file system restrictions in iOS.

You can use the Photo Transfer App to send Photos between Android and iOS devices.

What phone do you have?

What brand of cell phone?

Which iPad model?

Normally on iOS devices you do not use Bluetooth to transfer files. There are a few exceptions but not many.

Please describe the devices you have and exactly what you want to do. Then we can help without guessing.

If you have at least an iPhone 5 and at least a 4th generation iPad or iPad Mini you can Airdrop photos and files between the devices.

If you have a different brand of phone, or an older iPad model, then unless there is an app that can run on both devices you cannot send files over bluetooth between the devices.

Using Bluetooth for the two dissimilar devices will not work. You might consider getting the photos from one device on a computer then syncing the iOS device with the computer.

Also search the App Store for an app that will transfer photos via Wi-Fi or some other method.

Sony Xperia Z runs Andriod.

You can use Bump.

You have to install it on the iPad from the App Store and on the Sony Xperia Z using the Google Play Store.

iOS does not support Bluetooth file transfers.
