16gb iphone shows 12.9 gb
In about section i see my Iphone 5S memory to be 12.9GB, but my phone is suppose to be 16GB, so I wonder where is remaining 3.1GB, is it worng phone, should I exchange it.

Everything is fine.
The operating system uses some space and the way memory is reported is the rest - same as your computer.
