Q: On my iPhone5, I have music in my 'Music' folder, but it takes up a lot of storage space. Is there an easy way to move everything from that folder to iTunes? I have paid the $24.99 fee for the iTunes Cloud option.

Well, normally it should already be in iTunes -- normally you buy or load music using iTunes on Mac/PC and then sync with the iPhone it to copy it to it. (The main exception to this is any music you actually bought from the iTunes store using the iPhone, that will get copied back into iTunes on your Mac/PC whenever you sync the phone with it.)

The idea is that iTunes on your computer is the master copy (and backup) of your content, the various iOS devices just contain whatever subset(s) of that content you wish. Plus, any music you buy from the iTunes store is also still available to download from there and if you use iTunes Match then any non-iTunes store purchased music is kept in there as well.

So where did you get the music you have on your iPhone and why isn't it already in iTunes? Do you use iTunes Match?

iTunes on the iPhone is only for purchasing. You use the Music app to listen to music.

Then you have already loaded the songs from your computer to iCloud.
