If purchased directly from Apple yes. In the US, only Apple sells officially unlocked iPhones. If you purchase from T-Mobile, it will be carrier locked to T-Mobile, & they require 40 days of service before they will unlock.
The Tmobile 5S would be unlocked only if you had purchased it full price (contract free) from an Apple Store, or from Apple.com online.
It would be locked to Tmobile if you had gotten it from a Tmobile store, regardless if you had paid full price or not. You would then have to satisfy Tmobile's minimum number of days of service before they will agree to unlock it for you.

Again, if you purchase from Apple, the phone will be officially unlocked out of the gate. While it will come with a T-Mobile sim, you can throw it away if you want, & activate the phone with your AT&T sim.
I hope the below can resolve some of your doubts, since I have struggled for weeks before finally got my iPhone 5S unlocked.
When you buy your TMobile version iPhone 5S from the Apple store by paying the full retail price, the phone is locked to Tmobile, you need to go through the Tmobile requirements before you can request Tmobile to unlock your phone. Up to March 2014, the requirements for prepaid user are:-
(1) You need to have $100 in your pre-paid account
(2) No more than 2 phones you have requested Tmobile to unlock within a year
You will ask, why would I want to pay the same price to purchase the Tmobile version versus the unlocked/un-carrier version. Well, the Tmobile version iphone is more compatible with their 4G data frequencies and coverage areas. I tried both the Tmobile & uncarrier iphone 5S, Tmobile version simply gives me better coverage areas. This is why if you plan to stick with Tmobile, you will want a Tmobile version iphone.
To check if your iPhone is unlocked, you can simply call Apple by giving them your phone IMEI #. They can verify that for you.

By the way, here is the Apple # you can call to verfiy if your iPhone is unlocked --> 1-800-694-7466. They will ask for your phone IMEI #.
