unlocked iphone5s 'please insert a sim card' message

I received unlocked Iphone5s today from online apple store in South Korea.

But I have a big problem that it can't operating with 'SIM Required' Message when first time setting.

I selected my region and chosen a Wi-Fi Network.

Problem is happend at this time. "SIM Required" "Please instert a SIM card" " Try Agin"

There are message on just diplay. I can't know how can I jump off this page.

(I want use Iphone without wireless communication company offering LTE.

I just want to use ipod tuch with WIFI now)

Please help me.

iPhone 5s, iOS 7.0.3

You have to activate with a carrier. You need an active SIM.

You can not activate it without a SIM. The SIM does not have to be tied to active service, but it must be present.

Actually I don't understand why unlocked phone must need SIM.

(I heard that its not matter from my friend buy same thing in Hongkong.

He said, he doesn't have SIM. but well.

But he donn't know why this problem happened )

The iphone will not function until you activate with a carrier.

You cannot use it as an ipod or anything else until you have activated wireless service.
