Instagram not asking for photo access iPad mini

I have an iPad mini and an Instagram account. I went to post a picture from my camera roll and it says that Instagram requested access to photos. So I went to Settings>Privacy>Photos to turn on Instagram like it said to. When I went there the Instagram icon was nowhere to be found. I tried deleting the Instagram app and re-downloading loading it. Didn't work. I know other people are having the same problem. It is getting really annoying that I can't post photos from my camera roll. Anyone know why this is happening?
