I backed up my computer with time machine. When I tried to access the files on my lap top I got the message that I had no permission to open the files. How can I add permission to do so?

Time Machine is not designed nor intended for that purpose.

If you want to store and share files with other computers, then you will need to use another External Hard Drive or use > Mac Basics: File Sharing to share file's over your home network.
