You have to pause Secure Keyboard Entry in the Webroot menu. Then select US keyboard (doesn't have to be international)... then it will work.
That will maybe help some people.. but not all... also there might be other security applications that have that feature to prevent keyloggers from recording keystrokes.

Open Terminal (Applications > Utilities > Terminal) and run the following command:
defaults write -g ApplePressAndHoldEnabled -bool false
To enable it again change the ending "false" to "true"

May 28, 2015 1:15 PM in response to mad_warby spencersloth,I read all of the advice here and nothing worked for me. I simply restarted my MacBook Air (OS X Yosemite 10.10.3) and the option menu came back! Hope you got your problem resolved.

Apr 4, 2016 6:18 PM in response to mad_warby slgarza,hello, im sorry if this sound really stupid or if im a little too late, this might help folks like me that came here looking for a solution, i spent like an hour or so looking for a fix and fiddling with the settings, but what did the trick for me was restarting, yeah i know this is not the solution that you would really like to see on a support board but just leaving my two cents!
