Q: Your Purchase was not Completed... contact iTunes Support

got this message: "Your Purchase was not Completed For assistance, contact iTunes Support at www.apple.com/support/itunes/ww/."

i m trying to purchase final cut x, recently changed my password and we moved so i changed my address and credit card information everything is right but when i go to purchase the app it gives me this message. what could be going wrong?

Final Cut Pro X, iOS 7

We are fellow users here on these forums, if you haven't already done so then you can contact iTunes Support via this link and ask them why you are getting that message (we won't know why) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

contacting Apple support did not solve the issue; phone support was helpless
