iMovie crop not working

I'm trying to crop a video in the latest version of iMovie, but the crop icon appears greyed out and wont let me click it. Is this a bug, or is there a limit of the type of source video iMovie can crop? (The video itself is encoded with H264 in an MP4 container). Thanks!
