My iPhone is locked due to setting up a passcode after loading new version 7. I have tried to reset but keep getting turn of "find my iphone". I can't get into the phone to turn this off. What do I do now?

You'll have to force restore teh device to take off hte passcode, after that it will enter activation mode and you'll need your iCloud account sign in infomation

power off device hold the power button until you see slide to power off....then press and hold your home button down while inserting the usb cord, hold for a few seconds after and you should see the usb and itunes symbol on device..if it dosent work the first time dont worry try again

recovery mode restore as descibed in HT1808 might be your last resort though

Go to iCloud.com on your computer. Sign in with your Apple ID and password. Select the device you want to remove form Find my iPhone and delete it.
