Q: My I phone 4 won't ring out. It only buzzes. Also, it switches to voicemail after 2 buzzes!

Calls and text tones do not work
I can hear it ring only when I have headphones plugged in
I hadn't done the software update until last night in hopes of solving this issue.
What I have done:
I updated it to iOS 7.0.4
I did a complete restore
The mute toggle is OFF
ringer is turned up
Do Not Disturb is OFF
I switched the ring tone to a default tone
