iPad battery fully discharged and now will not take a new charge
I've had this baby plugged in for 6 hours and it won't even charge to 10%. I am using an Apple supplied cord and charger.

Have you tried a soft-reset to see if it charges and/or the battery indicator updates after the iPad has restarted ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
If it doesn't then have you got access to a different charger and/or cable that you could try e.g do you know anybody else with an iPad so that you can try their charger and cable and they can try yours ?
Plug the USB cable into your computer. The iPad will say "Not Charging", however, it will charge but slowly.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night. In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

I have read all of this, good to know, but the problem persdists. I have changed charger and cbale. Now what? I bought this for a specific purpose and now can't use it. It is three months out of warranty.
If you're saying that your iPad still hasn't taken a charge, the best I can recommend is to leave it plugged in for 24 hours then check it again... If you're also charged and up and running like me, keep a charging cord handy at all times. Pretty lousy, huh? Don't even get me started on iOS 7 voice mail on my iPhone... What a botched job!!
We use an iPad 3+ Plus, 32Gb,(Wifi+Cellular)
Intermittent “Top up charging“, only as needed - with (Original - Apple cord/ and charger).
(Have tested - bothe charging parts working - with iPhone 5)
Most Weeks - battery almost empty, and then fully recharged. (SysActivity.App)
(No other apps were running) (Double click and swipe apps upwards, to clear everything,
before charge.)
Very occasionally, She became, just handleably hot.1, Mostly stone cold).
Not adventurous - didn’t do anything different. Perfect together until 14/03/17.
On 18th - directly wall charged Her, for about 6 Hours, She passed away, last night.
Tried Several Charges for ( 3-4-5 hours).
Twiddled her buttons together(10+Seconds+Plus), possibly 10+ times.
Post Mortem - STARTING - THESE NOTES, FROM SCRATCH.
Last night charged her up, about 10 hours.
Results erratic, cannot make anything happen, twice.
1. The (Red - Switch on/ Switch off) - never appears.
2. Empty black screen,
2a. Unless I press buttons. (Each time ignore everything for good 10 seconds)
3. (Mostly stays Black) - Sometimes reaction below - comes in any order.
3a. The large "White Apple Icon only" Appears, stays on sometimes changes from
Bright to Dull, and back. (Long Time, Short time turn’s off), occasionally a week Dong.
3b. Occasionally the Battery iCon appears - inset - 3 or 4 red lines. for a minute.
3c. Very, very occasional - quick flash of Chosen Wallpaper - (Split second).
4. Very, very rarely shows on iPad screen, icon of a (Charge lead, connector), no text.
4a. Reconnected same lead, to USB on MacPro - (iTunes is running).
4b. iPhone 5, and iPhone 4s show. In iTunes.
5. iPad 3- doesn't show up, in Itunes.
5a. Have no idea, if I‘ve wiped her IOS7, whilst fiddling.
6. We know she’s trying, but just lay's there, We miss Her so much!
Yes, I have tried that and all I get is the red battery (3 small red lines) screen of death. It simply won't respond...
Quick update -- after charging for over 12 hours, the battery has finally recovered to 67% and my apps are up and running again. Looks like I am good to go.
