you have to firstly try and hold down the home button (middle button you use to quit apps) and wait a few secs. If nothing happens go to Settings-General-Siri and activate it, select language and voice, then try again. Hope this helped have a good day:)
When I go to General on my iPad 2 there is no Siri app where it is on my other iPad. Several how can I activate it if it is not there. And if it is not there why isn't it there and how do I find it or use an app from an app store somewhere to make Siri work. It works great on my two iPhones and my other iPad. No problems. But on the other air I can't even find the Siri app in general settings. Why would that be?
My bad. It's an ipad air 2 or so I thought when I bought it! That is what they told me, but who knows! I don't know how to find out what version it really is but I do remember it was new, unopened, and the box did indicate it was an Air 2
You said iPad 2 in your first post. If it's actually an iPad Air 2 then it should have it. Please verify the model number: Model Identifier Utility.

If it actually is an iPad Air 2, try going to Settings > General > Restrictions, and see if Siri got turned off.
There is no Siri App. You activate Siri by pressing and holding the Home button.
