What happens when you try to delete them ? If the films are downloaded onto your iPad (i.e. you don't have purchases that are only in the cloud showing via Settings > iTunes & App Store > 'show all' fo Videos) then you should be able to delete them via the Edit button at the top right of the film selection screen in the Videos app (and similarly for TV programmes).

Audiobooks you should be able to delete from the Music app via Settings > General > Usage > Music - swipe across their name from right to left on there and you should get a Delete button. But audiobooks are currently a one-time only download from the store, so do you have copies of them on your computer's iTunes ? If not then File > Devices > Transfer Purchases should copy your iTunes purchases over (films and TV programmes also can't be redownloaded in all countries, and even where they can be there is no guarantee that they will remain in the store).

For parental controls, you can only use what is in Settings > General > Restrictions e.g. age ratings for films, tv programmes.
