iPhoto will note open it tells me I need to prepare Library with Upgrader but still does not work I click learn more to get error -10810 Torch.app can't be opened

I cant open iPhoto

I get the prompt to prepare the library using the iPhoto Library Upgrader available from Apple.

I downloaded the file and ran the upgrader as instructed which reported the installation was successful.

iphoto still wont open.

When I click learn more I get the error message -10810

can anyone help
