iPod touch 4th gen won't set up

I deleted everything from my iPod a while back now I'm trying to get everything from my computer back on it. I choose language, location etc, I choose to backup from computer and it says connect to itunes. It then says connected to itunes and shows up on my computer. ipod and itunes software are up to date. I choose sync ipod and it shows it's syncing and itunes shows everything that is on my ipod. I then go to my physical ipod and it makes me set up again as if nothing happened. I've done this many times and keep getting the same result. Can't figure out why my ipod won't set up.

Maybe:

Restore loop (being prompted to restore again after a restore successfully completes)

Troubleshoot your USB connection. If the issue persists, out-of-date or incorrectly configured third-party security software may be causing this issue. Please follow Troubleshooting security software issues. .

Next try placing in DFU mode and then restoring.

Then try restoring on another computer.

Last, make an appointment at the Genius Bar of an Apple store.
