IOS7 in Iphone 4s and Ipad 2 - Apps restarting

I have updated my iphone 4s and Ipad 2 to IOS7.

The major issue now is that when switching between apps they keep refreshing all the time.

The battery doctor apps says phone is low in memory.

Is there any solution? if not, is it possible to downgrade the devices to IOS6?
